Rotterdam
A new waterfront city-centre district in Rotterdam South, combining 3,000 homes, high-rise mixed-use development and an 18-hectare largely floating park.
Rijnhaven is being redeveloped into a new waterfront district in Rotterdam South, immediately opposite the city centre. Around one third of the harbour basin is being reclaimed for 3,000 homes, high-rise mixed-use blocks, small shops, hospitality and cultural uses. The plan is anchored by Rijnhavenpark: an 18-hectare largely floating park with a city beach, green quays and a waterside walking circuit linking Wilhelminapier and Katendrecht. The zoning plan became irrevocable in April 2025 and works are under way. In September 2026, Provast was selected to develop Flow Town, the first building block near Rijnhaven metro station, with approximately 1,000 homes. Construction is expected to start in 2028.
The now-irrevocable zoning plan, active site preparation and the selection of a developer for the first block reduce delivery uncertainty. Rijnhaven combines scarce waterfront living, a central location on Rotterdam South and a major public-space investment, with 3,000 homes and a mixed-use programme
The opportunity is most relevant to residential and mixed-use developers, housing associations and long-term real-estate investors. Flow Town shows the intended tenure mix: market housing alongside 200 social-rental and 300 mid-market homes (inference; not an official statement on investor selection).
Short- to medium-term delivery. Park works will progress through 2027–2028, while construction of the first development block, Flow Town, is expected to start in 2028.
A historic harbour basin is being transformed into a high-density waterfront city-centre district, with homes, workplaces, small shops, hospitality, culture and a major public park.
April 2025: the zoning plan became irrevocable. Late 2026: construction is expected to start on the Wilhelminapier floating-park extension, with completion targeted for late 2027. Mid-2027: expected start of land-park construction. September 2026: Flow Town was revealed as the first building block; construction is expected to start in 2028.
Flow Town, the first block near Rijnhaven metro station, has been awarded to Provast. Future blocks and the wider mixed-use programme will be delivered in phases, creating further opportunities as the site is prepared and the park is built.
A waterfront location in Rotterdam South, directly opposite the city centre and within easy reach of two metro stations. The development connects Wilhelminapier and Katendrecht through a new public park and waterfront walking circuit.
The plan combines compact urban development with an 18-hectare largely floating park, green quays, a city beach and a public waterside route. The retained views across the harbour and a greener public realm support climate adaptation and urban biodiversity.
Walking and cycling take priority. The new park, bridges and waterfront routes will strengthen active mobility, while metro stations offer access from both sides of the harbour.
Rijnhavenpark will offer a city beach, green quays and a waterside walking circuit. The plan keeps the harbour visible while creating more room to meet, relax and enjoy the water.
