Atlas, also known as the Colosseum plot, is part of a large-scale redevelopment project in Rotterdam-Zuid known as Rotterdam Tij. The plan includes 650 homes in a mix of studios, city houses and apartments, ranging from social housing to mid-priced rental and owner-occupied units. Priority will be given to buyers from Rotterdam-Zuid to encourage movement in the local housing market.

The project has been designed with a strong focus on wellbeing and sustainability. Facilities on the ground floor will include healthcare providers such as GPs, dentists and physiotherapists, alongside small shops and cafés. Atlas also incorporates climate adaptation and biodiversity measures, such as green roofs that collect rainwater and provide habitats for plants and animals.
