Merwe-Vierhavens (M4H), one of Rotterdam’s city ports, is set to undergo a major transformation into a new urban district. The area, as large as the city centre itself, will be developed by the municipality and the Port of Rotterdam into an innovative hub for living and working. Plans include space for 500,000 m² of businesses focused on mobility, the energy transition and circularity, alongside 10,000 rental and owner-occupied homes in a wide range of price categories.
The redevelopment covers several sub-areas, each with its own character. Work will begin in Galileipark, which will focus on innovative manufacturing without housing, and Merwehaven, where housing and work will be combined. Merwehaven is planned as a green, sustainable neighbourhood in the middle of the harbour, with around 2,500 homes across all price ranges. Construction is expected to start in 2026 with social housing, and the first housing tenders for Merwehaven will be launched in October. The Keilekwartier and Marconikwartier will follow at a later stage.
