Rotterdam plans to build 15,000 homes in four years

Rotterdam has one of the biggest ports in the world and a fast-growing young population. The city has plans to build 15,000 new homes over the next four years and is appealing for international investors to bring in capital. City housing chief Chantal Zeegers explains.
